Increased water, sewer service charges approved at Frisco City Council meeting

Increased rates and minimum charges for Frisco's water and sewer services were passed at the Frisco City Council's meeting Tuesday.
The new water and sewer service charges and rates represent an increase of approximately 5 percent and will go into effect in December, first showing up on residents' bills in January 2013.
According to city officials, the new charges and rates are necessary because of an increase in water rates from the North Texas Municipal Water District. The water district increased its cost per thousand gallons from $1.49 to $1.70.
"We have a variable component, which is what we buy the water for -- and we have no control over that," he said. "[The water district] has increased their pricing to us by 14 percent. This is essentially a pass-through cost."
The new monthly water service charge will increase from $14 to $14.70 for residents using the minimum amount of water, 2,000 gallons or less. Service rates for residents and businesses using more water have increased similarly. The new water rate for individuals using 2,001 gallons to 15,000 gallons, for instance, will increase from $2.97 per thousand gallons to $3.12 per thousand.
Residents who use the city's largest water service amount -- more than 25,000 gallons -- will also see the largest water service rate increase, 18 cents per thousand gallons more than 2012's rate.
The minimum sewer service charge -- for a single-family residential unit whose water consumption doesn't exceed 2,000 gallons -- will now be $16.28, an increase from 2012's minimum service charge of $15.50. Sewer rates for residents using more than 2,000 gallons of water will increase from $3.11 to $3.27.
Commercial rates will also see an increase of approximately 5 percent, from $3.07 per thousand gallons to $3.22 per thousand gallons for water service. As with previous years, sewer service rates for commercial property are the same as residential property rates.
Passage of the new rates followed the approval of the city's 2013 budget at the same meeting. The budget included the new rates in its revenue projections.
