Two former HV mayors running for Congress

Two former mayors of Highland Village are hoping to be elected to the United States House of Representatives.


William "Bill" Lawrence, who served as Highland Village mayor from 2000 to 2005, and Dianne Costa, who was Highland Village mayor from 2006 to 2010, have both filed as Republican candidates for a district that has not yet been created or announced.

The state of Texas is expected to gain at least three or four new seats when redistricting takes place later this year due to population growth. U.S. representatives from Texas are required to live in Texas but are not required to live within the district they serve.

If Lawrence and Costa were to run as candidates in two different districts and win in the 2012 November election, they could both be elected to Congress.

This means that, potentially, both or neither of the two former Highland Village mayors could wind up being U.S. representatives from Texas after the 2012 elections. Or, just one could win.

They would first have to win the Republican primary in March and then likely face a Democratic candidate the following November.

Lawrence and Costa have remained good friends through the years, having both served on the Highland Village City Council as council members as well as mayor.

Sandy Raburn, who works for Costa, said, "She is not running against anyone. She is simply running for a new seat in Congress."

Raburn said Costa filed as a Republican candidate with District 26, which is represented by Michael Burgess. However, she said Burgess knows that she does not plan to run against him, and that he gave her "his blessings" when she filed.

Denton County Commissioner Bobbie Mitchell said both Lawrence and Costa are good friends of hers and that they are both well-respected people in Highland Village and throughout Denton County.

Costa, in announcing her intentions to seek a seat in Congress, explained that at least one of three or four new seats in Congress will be in North Texas, very likely serving at least portions of Denton, Collin, Parker, Dallas and Tarrant counties.

"As a proven regional leader and conservative Republican, I have filed to run for one of those seats to represent fellow Texans in the U.S. House of Representatives," Costa said. "Our Constitution makes it possible to offer our services without having to live within a specific district."

Lawrence also gave his reason for running as a Republican primary candidate for the U.S. House.

"I'm convinced that America is headed in the wrong direction and that I am one of the best-qualified people to help bring a much-needed fiscally conservative approach to problem solving in Washington," Lawrence said. "My varied and successful career has been guided by an unwavering sense of fairness, hard work and personal integrity. I have political experience at the national, state and local levels."
