Council expected to award Railroad Street Park contract

The Lewisville City Council is expected to award a $20.1 million contract to a Frisco firm for the building of the gigantic Railroad Street Athletic Complex when it meets in regular session at 7 p.m. Monday.
The proposal is listed as a consent agenda item and will be approved without comment unless there is a request to pull it for discussion.
The sports complex, which is scheduled to be ready for use by the public by late summer or fall 2009, will have 10 soccer fields, four football fields, four baseball fields, a skateboard park and a dog park.
More than 600,000 cubic yards of dirt were moved to make way for the construction of the complex, including for the three lakes.
The Railroad Street complex, to be known at least at first as the Railroad Street Athletic Complex, is just north of the landfill in a flood plain. There are no residences in the immediate area.
Funding for the project is from the one-fourth cent sales tax the voters approved in 2003.
Once the sports complex is completed, it will not only serve as a site for area sports teams to compete, but can also be used to host tournaments.
City officials believe that tournaments there could result in Lewisville hotels being filled, boosting the Lewisville economy.
James Kunke, director of community relations for the city of Lewisville, said the smallest soccer field at the new park will be larger than the largest soccer field now at Lake Park. When necessary, the large soccer fields may be divided into two or more smaller playing fields.
Soccer fields at Lake Park will continue to be used after the Railroad Street Athletic Complex is opened to the public.
Also at Monday night’s regular city council meeting, Greg Tierney of Place 1 and Lathan Watts of Place 3 will be administered oaths of office after having been re-elected in the May 10 city election.
The council will also discuss the city of Lewisville’s sign ordinance as it relates to political signs, as requested by Tierney. Also, the council will consider an ordinance amending the existing gas franchise between the city and Atmos Energy Corporation to possibly provide an increase to city franchise payments.
Prior to the regular council meeting, the council will conduct a workshop at 5:30 p.m. to look at the structure of boards and commissions and take a look at the proposed design of the Arts Activity Center.
